An ERU is the average amount of impervious area in a single-family parcel and was determined by a study of residential parcels in the city. Based on this study, one ERU equals three thousand four hundred (3,400) square feet of impervious surface area. Each developed single-family residential parcel and each duplex parcel shall pay a base rate of one ERU. All non-single-family and non-duplex residential and commercial parcels shall pay a multiple of this base rate, expressed in ERUs, according to the measured impervious area on the parcel. Total ERUs are calculated by dividing the total square feet of impervious surface by three thousand four hundred (3,400) (1 ERU).
